Thomas Gillin is a strategic and mission-driven education executive with more than 20 years of experience leading large-scale assessment and accountability initiatives across state education agencies and national organizations. As Managing Partner of TEI Solutions Group, a certified Veteran-Owned Small Business Enterprise (VSBE) based in Maryland, Tom oversees all aspects of organizational strategy, partnerships, and project implementation ensuring that TEI delivers innovative, compliant, and high-quality services in support of statewide education programs such as the Maryland Comprehensive Assessment Program (MCAP). 

A U.S. Navy veteran and former educator, Tom combines disciplined leadership with a lifelong commitment to public education. He holds a B.S. in Workforce Education, Training, and Development from Penn State University, with a Master’s Equivalence in the same field, and is also a graduate of The Culinary Institute of America.
